• Founded in 1906 by John Kellogg, Irving Fisher, and Charles Davenport

• wished to augment the Eugenics Records Office's registry with its own database

• sponsored two national conferences
  1. First National Conference on Race Betterment (1914)
  2. Second National Conference on Race Betterment (1915)

• the Foundation's activities dwindled and ceased by the late 1950s
